A Derby special school has been praised by both of the city’s MPs after securing its third consecutive Outstanding Ofsted report, which described the setting as “filled with joy, laughter and warm interactions between the children and staff”.
The residential provision at the Royal School for the Deaf Derby, was rated outstanding for both overall experiences and progress, in addition to how well children are helped and protected – with inspectors praising the exceptional experiences, progress and care provided to its residents.
The school’s three purpose-built residential blocks provide full and part-time weekday stays for 28 children, including 12 new pupils welcomed since the last inspection.
Inspectors also observed that children actively choose to spend time together in shared social areas rather than in their bedrooms, enjoying a strong sense of community and positive relationships with staff and peers.
Residents themselves spoke positively about their experiences, telling inspectors they are happy, feel valued and would “highly recommend” the residential provision to others. They recognised the significant benefits of staying there, including tailored staff support that helps them develop communication skills, build resilience and grow in independence.

Eighteen-year-old Evie Lake, who has been a resident at the on-site residents for two years, said: “It’s a great space for us to relax and socialise. It gives us the independence we enjoy, while knowing that staff are always on hand to support us and help develop our life skills.
“Staying on site also means we have more time before and after school, so I can relax and be ready for the day ahead.”
Inspectors observed staff’s genuine pride in the accomplishments of the children and noted that one child had progressed from needing a high level of support with personal care to becoming relatively independent — a journey that has empowered the child and brought reassurance and gratitude to their family.
One family member told inspectors: “They have gone the extra mile in supporting my child. The staff are absolutely brilliant, and I couldn’t ask for more.”
The report praised the school’s approach to healthcare, highlighting staff as strong advocates who ensure medical interventions are regularly reviewed and clearly understood, resulting in improved wellbeing.
High staff retention was also noted as a strength, with inspectors pointing to consistently high standards of care from experienced staff who have built strong, trusting relationships with children.
Leadership was commended, with residential manager Maria Banks described as “truly invested in the outcomes for children”.
Headteacher of the school, Paul Burrows, said: “Being awarded Outstanding for the third time in a row is a real testament to the dedication of our staff, who work tirelessly to ensure every child feels safe, supported and able to thrive.
“Having welcomed an additional 12 pupils since the last inspection, we are immensely proud that we have maintained our outstanding standard while accommodating a larger number of students.
“Our residential provision offers far more than accommodation – it is a nurturing community where children develop confidence, independence and a strong sense of belonging.
“As we continue to expand and adapt our services, our focus remains firmly on meeting the individual needs of our pupils and delivering the very best outcomes for their futures.”
Derby North MP Catherine Atkinson and Derby South MP, Baggy Shanker recently visited the school to congratulate staff and students on their latest Ofsted success and to tour its new facilities – a modern residential block which has added ten en-suite rooms to site.
Baggy Shankar, said “A third outstanding Ofsted in a row is something everyone at the Royal School for the Deaf Derby should be really proud of. This report paints a brilliant picture of a place where children feel happy, valued and supported to become more independent every day.
“It speaks volumes about the care, dedication and professionalism of everyone involved.
“We are very lucky to have this incredible school here in Derby, and I want to congratulate all the staff and leaders whose hard work and care make such a difference to children and families.”
Catherine Atkinson, added: “This is wonderful news for the Royal School for the Deaf Derby. To be rated outstanding for the third consecutive time is a huge achievement and a testament to the exceptional care and support pupils receive there.
“The report reflects what so many families already know: that this is a nurturing, ambitious and inclusive environment where children are encouraged by staff to flourish.
“The Royal School for the Deaf is one of Derby’s most valued institutions and this achievement is a tribute to the staff, leadership, pupils and families who make it such a special place.”
